The page explains how local groups and organisations can apply for grant funding from Fair Oak & Horton Heath Parish Council, including eligibility criteria and a downloadable application form.
Community Grants 2026
Do you have a project that will make a positive difference in Fair Oak and Horton Heath?
The Parish Council is committed to supporting local groups, charities, voluntary organisations and community initiatives that help strengthen our community. Through our annual Community Grant scheme, eligible organisations can apply for funding of up to £1,000 towards projects that directly benefit local residents.
Applications Open: 31 July – 31 October
Applications must be submitted online during the application window. We encourage organisations to apply early and ensure all supporting documents are ready before starting the form.
Before You Apply
Please take a few minutes to read the Eligibility Criteria and Application Guidance Notes to ensure your organisation and project meet the funding requirements.
Documents You'll Need to Upload
To complete your application, please have the following documents ready:
- Your organisation's Constitution or Governing Document
- Recent bank statements
- Your latest audited accounts (or equivalent financial records)
- Relevant insurance and financial documentation
- Details of any other grant funding received in relation to this project
Important
Applications received after 31 October cannot be considered.

Eligibility Criteria
Who Can Apply?
We welcome applications from:
- Community groups and voluntary organisations
- Registered charities
- Not-for-profit organisations with a governing document or constitution
Organisations must be able to demonstrate that they are financially stable and capable of delivering the proposed project. The Council is unlikely to award funding where there are concerns about an organisation's financial viability.
What Can Be Funded?
Funding is available for projects and activities that provide a clear and direct benefit to residents of Fair Oak and Horton Heath.
What Cannot Be Funded?
The Council does not provide funding for:
- Individuals or projects that primarily benefit a single individual
- Private companies, commercial businesses or profit-making organisations
- Political activities or campaigns
- Religious worship, observance, or works to buildings and land used exclusively for religious purposes
- Costs incurred before a grant has been awarded
- Costs associated with preparing a grant application
- Projects that take place solely outside Fair Oak and Horton Heath and do not directly benefit local residents
Social Value
As part of the assessment process, applicants will be asked to demonstrate how their organisation delivers social value within the community. This may include, but is not limited to, the following areas:
Community
How does your organisation support local people and communities?
For example:
- Providing services, activities or support for residents
- Creating opportunities for volunteering and community participation
- Addressing local needs and challenges
Sustainability
How does your organisation support environmental sustainability?
For example:
- Reducing environmental impact
- Promoting sustainable practices
- Supporting climate action and net zero objectives
Wellbeing
How do your activities improve the health, wellbeing or quality of life of local residents?
Inclusion and Diversity
How does your organisation promote equality, inclusion and diversity within its activities and services?
Application Process
Application Window
Applications open on 31 July and close on 31 October each year.
Applications received after the closing date will not be considered.
Before You Apply
Applicants should:
- Read the Eligibility Criteria and Guidance Notes
- Ensure all information provided is accurate and up to date
- Include all supporting documents requested
- Specify the proposed start date for the project or activity
Incomplete applications may not progress to assessment.
Assessment and Decision-Making
Following the application deadline:
- Council officers will assess applications against the eligibility criteria
- Eligible applications will be considered by the Finance Committee in December
- The Finance Committee will make recommendations to Full Council
- Full Council will make the final decision on grant awards
Applicants will be notified of the outcome following the decision-making process.
Grant Payments
Successful grants will normally be paid in February of the following year.
Conditions of Funding
If your application is successful:
- Grant funding must only be used for the purpose stated in your application
- Fair Oak & Horton Heath Parish Council must be acknowledged as a funding partner in any related publicity or promotional material
- A monitoring report, supported by evidence such as invoices and receipts, must be submitted within nine months of receiving the grant
- Any unspent funds, or funds not used for the approved purpose, must be returned to the Council within two years of the award date
- An authorised representative of the organisation must sign and return the Council's grant acceptance declaration before payment can be made
Final Decision
The Council's decision on grant applications is final. There is no right of appeal.
