Welcome to the Parish Council’s e-Bulletin
 
Gosh what a scorcher August has been, and we hope you all managed to keep cool during this recent heatwave.  No doubt we will all soon be complaining about the winter weather!

The e-bulletin is designed to provide an up to the minute snapshot of current news, reports, developments, opportunities, and events of interest to our residents.  

News & Notices

Parish Office
 
The Council Admin staff will be returning to the Parish Office from the beginning of September in a phased return.  Please bear with us until we are fully operational.
Parish Meetings

Council meetings will continue to be held virtually for the time being, following NALC guidelines, as several of our Members fall into the vulnerable age category.  This has worked as normal council business is conducted at these meetings and the Clerk, in consultation with the Chairman and Vice Chairman still has delegated authority for the day to day running of the Council.  These delegated decision can be viewed here

New Parish Councillor
 
Cllr Michelle Marsh was co-opted to the Parish Council
on 20 July 2020. Michelle is currently a Borough Cllr
for Fair Oak. 

Asset News

Community Centres and Parish Office Conference Suite
At the end of July we successfully re-opened our community centres to our main hirers. In wishing to ensure the safety of all entering these premises, we will closely monitor the success of the safety measures we have imposed and in September we will decide whether to open the halls up to general hire again. Please keep an eye out on our website and Facebook page for more details. 
Village Signs   
We received five super designs from very talented Wyvern College students, and one has been chosen by Members.  The Artist will now interpret this, with their ideas, and options will be brought to Council for selection. 
Village Centre Improvements
  We have approx. £13.5k coming our way in s106 contributions and would welcome your ideas on how this can be spent to improve the villages.
Christmas Lights  
This year the Parish is working with Eastleigh Borough Council in a joint venture for the supply, testing, installation and ongoing maintenance of our Christmas lights and decorations.  More Icicle lights will be purchased to decorate Sandy Lane shops as well as the Woodlands Community Centre, plus a lighted standalone Christmas tree for outside the Parish Offices.
Meadowsweet Way Play Area  
The Council will be taking out the old play equipment at Meadowsweet Play Area at the beginning of September and work will then begin on installing the new equipment. The Council hopes that the new play area will be open for October half term. The play area design, chosen by residents, can be found on our website by clicking here.
Crowdhill Green  
The Parish Council and Eastleigh Borough continue to negotiate with Bloor Homes regarding the public open space and the play area. The Parish Council is in the process of formulating an information page on our website to keep residents updated with developments. 
Lapstone Tennis Courts  
Following lockdown, many of our residents contacted us to request that we consider developing a booking system for the use of the two tennis courts.  This will enable residents to secure a slot to play rather than leave it to luck. We have now developed a booking system for a trial period of 12 weeks.  To book one of our tennis courts click

Remembrance Day Parade
 
Due to Government restrictions considering the COVID-19 pandemic, the usual format of the Remembrance Day parade and service will not happen this year.  We are looking at alternative ways to commemorate the day and will keep you updated when a final decision has been made.

Fair Oak Library
 
Latest news from Hampshire County Council is that the Fair Oak Library will close at the end of the year.  The Parish Council continues to investigate ways of keeping the building for community use.

Eastleigh Basics Bank

Thanks again for the generous donations from Fair Oak & Horton Heath residents.  You are amazing.
Park & Stride
 
With our schools and colleges due to return in September, Hampshire County Council have produced a leaflet on ways of getting there by cycling and walking. This includes Park & Stride schemes.  Click here to find out more details Wyvern College Transition Map and our Year 7 Transition leaflet.
Fair Oak Widows Club
 
Sadly, after 33 years, Christine Pratt has wound-down the Fair Oak Widows Club.  She stepped down as the Chairman in January and unfortunately nobody came forward to take her place. Also due to COVID-19 restrictions (given that the group are in the vulnerable category) it was too much to manage. 

The Parish Council would like to thank Christine for all her hard work over the past years, and her involvement in the Fair Oak community.
Great British September Clean will take place
11 – 27 September 2020. 
 
Tackling litter is an absolute priority, and never before has it been so important for our community to come together to take part in this amazing campaign. We know that taking part in community action has positive effects on our mental health and, right now, anything we can do to unite British citizens and empower communities to make a difference during these uncertain times is so important. 
 
This year, you can support the Great British September Clean by organising a private group clean-up. For more details click

Right now, a lot of things are uncertain, but our passion for tackling litter and our love for the environment will not falter. Thank you for your help unite to communities and ignite passion in others for protecting the beautiful environment we share. 

 
Apply for a Grant  

Community Grants  - The Council can give grant aid to local groups and organisations, if they can demonstrate that their project will directly benefit the residents of Fair Oak and Horton Heath. Applications for grant aid must be made every year between 1 July and 31 October. The application form and eligibility criteria can be found at  https://www.fairoak-pc.gov.uk/apply-for-a-grant/

One Horton  

The One Horton Development team will be holding public consultation events on Wednesday 2 and Thursday 3 September.  
 
The events will be held online and will be at 2pm and 6pm on both days. Details of how to book a place (which is needed to attend) and ask questions are available on the following website: -
